Chair Josh Mohr called the meeting to order at 10:00 a.m.  Present were Commissioners Steve Hallan,  John Mikrot and Matt Ludwig. Also present were County Administrator David Minke and County Attorney Reese Frederickson.  

The Pledge of Allegiance was said.

Chair Mohr called for public comment. There was no public comment.

Commissioner Chaffee moved to approve the amended Agenda. Second by Commissioner Mikrot.  Motion carried 5-0.

Commissioner Hallan moved to approve the Minutes of the June 18, 2019 Board Meeting and Summary for publication. Second by Commissioner Mikrot. Motion carried 5-0.

Insurance Committee Meeting Minutes (report was given at the 6/18/19 meeting)

Motion by Commissioner Ludwig to acknowledge the Minutes of Boards, Reports and Correspondence. Second by Commissioner Mikrot.  Motion carried 5-0.

Commissioner Hallan moved to approve the amended Consent Agenda. Second by Commissioner Chaffee.  Motion carried 5-0.

Approve the Disbursements Journal Report, June 1, 2019 – June 30, 2019.  

Approve the following permits/applications:

A. Application for Exempt Permit from the Pine Technical & Community College Foundation to conduct Minnesota lawful gambling on October 25, 2019 at Snake River Fur Post, 12551 Voyageur Lane, Pine City, MN.

B. Application for Temporary On-Sale Liquor License for the Pine City area Chamber of Commerce for an event July 18, 2019 at WCMP Radio, 15429 Pokegama Lake Road, Pine City.

C. Application for Local-Option Disaster Abatement for Michael and Annette Lewis, 48036 Olson Road, Hinckley.

Approve Resolution 2019-32 for DHS Request For Proposals to provide health care services to recipients of Families and Children and Minnesota Care.

Authorize the hiring of full-time Eligibility Worker Jill Koch, effective July 8, 2019, Grade 6, step 1, $18.99 per hour, pending satisfactory background check.

Authorize the hiring of part-time Corrections Officer Preston Oetterer, effective July 8, 2019, Grade 7, step 1, $19.33 per hour, pending satisfactory physical.

Authorize the hiring of full-time Children’s Mental Health Social Worker Amber Andrews, effective July 15, 2019, Grade 10, step 2, $25.01 per hour, pending satisfactory background check.

Authorize the hiring of part-time Corrections Officer Courtney Hart, effective July 8, 2019, Grade 7, Step 1, $19.33 per hour, pending satisfactory physical.

Approve Social Services Supervisor Pat Meacham and Financial Assistance Supervisor II Michelle Morgan to attend the MN Supervisor Conference. Total: $1,570.

Approve Collections Officer Kari Sammis and Child Support Officer Christina Frey to attend the Minnesota Family Support and Recovery Council Annual Conference. Total $380.

Accept a $315 donation from the Walter Chryn family reunion and designate to the Pine County Sheriff’s Office K-9 program; to be used to help offset expense of the canine program.

Motion by Commissioner Chaffee to direct the county attorney to join the lawsuit against pharmaceutical companies to recover costs from the opioid epidemic.  Second by Commissioner Hallan.  Motion carried 5-0.

Motion by Commissioner Ludwig to approve the amendment to JPA Contract #144212.  Second by Commissioner Hallan.  Motion carried 5-0.

Motion by Commissioner Mikrot to approve the update to the Pine County Security Incident Response Plan.  Second by Commissioner Chaffee.  Motion carried 5-0.

Motion by Commissioner Mohr to approve the summary conclusions of the June 18, 2019 performance evaluation of County Administrator David Minke.  Second by Commissioner Hallan.  Motion carried 5-0.

Adjourn

With no further business, Chair Mohr adjourned the meeting at 10:58 a.m.  The next regular meeting of the county board is scheduled for Tuesday, July 16, 2019 at 10:00 a.m. at the North Pine Government Center, 1602 Hwy. 23 No., Sandstone, Minnesota.

Commissioner Josh Mohr called the meeting to order at 4:30 p.m.  Present were Commissioners Steve Hallan, Steve Chaffee, John Mikrot, Jr. and Matt Ludwig   Also present were County Attorney Reese Frederickson and County Administrator David Minke.

Others present:  Congressman Pete Stauber, District Director Isaac Schultz and Field Representative Miranda Janssen, Health and Human Services Director Becky Foss, Child Support Supervisor Jodi Blesener, County Engineer Mark LeBrun, St. Louis County Director of Government Relations John Ongaro, and Aileen Croup.

Those present introduced themselves.  

Commissioners and county staff discussed various county and federal programs with Congressman Stauber including the Indian Child Welfare Act (ICWA), Payment In Lieu of Taxes (PILT), and transportation.

With no further business, the meeting was adjourned at 5:15 p.m.

A summary publication of an amendment to the Subsurface Sewage Treatment System Ordinance in Pine City Township.

1. The purpose of this summary is to inform the public of the intent and effect of the ordinance and to publish only a summary of the ordinance with the full ordinance being on file in the office of the Clerk during regular office hours. 2. The summary of the Pine City Township SSTS amendments are as follows:

Article 4: Upgrade, Repair, and Expansion

Added: An SSTS compliance inspection for bedroom additions must determine and document the proper sizing requirements for the proposed SSTS expansion or addition, if applicable.

Article 4: Imminent Threat to Public Health, Health and Welfare

Adding: an Imminent Threat to public Health, Safety and Welfare must be removed within 15 days, This may include but is not limited to the following:

Disconnecting malfunctioning drainfields for the septic  tank to function as a holding tank.

Disconnecting Electrical Hazard.

Repair of damaged maintenance hole covers.

Article 5: Holding Tanks

Adding:  

The owner of a holding tank installed after April 1, 2014 must maintain current and historical records.

The owner of a holding tank installed prior to April 1, 2014 must maintain current and historical records, all for department review upon request.

Article 6: Permits Required

Added: Construction Permits require for the modification or replacement of septic tanks or dispersal system components.

Fee Schedule;

Septic Permit Application is $450, non- refundable.

CONDITIONAL USE PERMIT

A Conditional Use Permit for Luke Hegge will be reviewed to consider an in-vehicle service and sales use (car wash) in the Central Business District (CBD), located at 455 Main St S, also referred to as parcel #42.5310.000.

SHORELAND MDO AMENDMENT Ordinance #19-14,

Amending Chapter 10 of the Municipal Development Ordinance (MDO): Section 10.700.0000, Shorelands and Flooding to increase riparian protections for planned unit developments.

All proposed amendments to the ordinance are available for viewing at the City Hall office located at 315 Main St S, on the Pine City website: pinecitygov.com and at the Pine City Library.

VARIANCE

A variance request for Christopher McHugh and Cheryl McHugh to vary from the regulatory flood protection elevation (RFPE) for an accessory building located in the floodplain and shoreland district and the Single Family Residential (R-1) district located at 50 12th St NW, parcel #42.0201.001 (to construct the building lower than the RFPE).

The regularly scheduled meeting of the Planning Commission is the 3rd Tuesday of the month at 6:30pm. Due to scheduling conflicts the Planning Commission August meeting has been rescheduled for August 13, 2019 at 6:30pm.
