Regular Meeting – Tuesday, November 5, 2019 - 10:00 a.m.

Chair Josh Mohr called the meeting to order at 10:00 a.m. Present were Commissioners Steve Hallan, John Mikrot and Matt Ludwig. Also present were County Administrator David Minke and County Attorney Reese Frederickson. Commissioner Steve Chaffee was absent (excused).

The Pledge of Allegiance was said.

Chair Mohr called for public comment. There was no public comment.

Commissioner Hallan moved to approve the amended Agenda. Second by Commissioner Mikrot. Motion carried 4-0.

Commissioner Ludwig moved to approve the Minutes of the October 15, 2019 Board Meeting and Summary for publication. Second by Commissioner Mikrot. Motion carried 4-0.

Commissioner Mikrot moved to approve the Minutes of the October 29, 2019 Special Meeting-Committee of the Whole (HHS-Related Topics / County Assessor Update). Second by Commissioner Hallan. Motion carried 4-0.

Commissioner Hallan moved to approve the Minutes of the October 29, 2019 Special Meeting-Committee of the Whole (Local Government Officials). Second by Commissioner Mikrot. Motion carried 4-0.

Motion by Commissioner Ludwig to acknowledge the Minutes of Boards, Reports and Correspondence. Second by Commissioner Hallan. Motion carried 4-0.

Commissioner Hallan moved to approve the amended Consent Agenda. Second by Commissioner Mikrot. Motion carried 4-0.

Accept $300 donation from the Sandstone Area Chamber of Commerce and $250 donation from the Hinckley Chamber of Commerce and designate both to the Pine County Sheriff’s Reserve Fund.

Accept $200 donation from East Central Energy and designate to the Pine County Sheriff’s Office K-9 program.

Approve Resolution 2019-49 for Repurchase of Tax Forfeited Land on a 4-year contract for Paul T. Feifarek, by personal representative Heather Mossow, PID 29.5082.000.

Approve the East Central Drug and Violent Offender Task Force Joint Powers Agreement.

Approve regular employment status for Financial Assistance Supervisor II Michelle Morgan, effective November 14, 2019.

Approve regular employment status for Social Worker Cassandra Peterson, effective October 18, 2019.

Authorize the hiring of Jennifer Burlak as a Health & Human Services Office Support Specialist, effective November 12, 2019, Grade 2, Step 1, $15.05 per hour.

Authorize the hiring of Nicholas Miller as an IT Support Specialist, effective November 12, 2019, Grade 7, non-union, non-exempt position, $20.74 per hour.

Authorize Probation Director Terry Fawcett to attend the Association of Minnesota Counties Annual Conference. Total cost: $578.

Authorize Probation Supervisor Kevin Glass to attend the 2019 Changemaker Retreat. Total cost/mileage: $76.56.

Authorize Planning and Implementation (P&I) Grant Coordinator Jenae Hicks to attend the P&I semi-annual meeting. All expenses will be covered by the P&I Grant under Public Health.

Chair Mohr recessed the regular board meeting at 10:03 a.m. and convened the Regional Railroad Authority meeting.

Pine County Regional Railroad Authority

Motion by Commissioner Ludwig to approve the quit claim deed to Real Estate Division, LLC allowing for an ingress and egress easement over Railroad Authority property (the old railroad bed that extends into Brook Park from Kanabec County) and authorize Board Chair and County Administrator to sign. Second by Commissioner Hallan. Motion carried 4-0.

Chair Mohr adjourned the Regional Railroad Authority meeting at 10:07 a.m. and reconvened the regular county board meeting.

Commissioner Hallan left the meeting at 11:20 a.m.

Motion by Commissioner Ludwig to approve a one-year lease with Central Minnesota Jobs and Training Services for space at the South Pine Government Center effective November 2019 with a rent payment of $4,000. Second by Commissioner Mikrot. Motion carried 3-0.

Commissioner Hallan returned to the meeting at 11:24 a.m.

Motion by Commissioner Ludwig to approve the reappointment of Dorothy Stockamp to a five-year term on the Pine County HRA Board. The term is effective October 5, 2019 – October 4, 2024. Second by Commissioner Mikrot. Motion carried 4-0.

With no further business, Chair Mohr adjourned the meeting at 11:47 a.m. The next regular meeting of the county board is scheduled for Tuesday, November 19, 2019 at 10:00 a.m. at the North Pine Government Center, 1602 Hwy. 23 No., Sandstone, Minnesota.

Notice is hereby given that an application for informal probate of the Decedent’s Will, dated October 30, 1979, (“Will”) has been filed with the Probate Registrar, and the application has been granted.

Notice is also given that the Probate Registrar has informally appointed Christine L Peterson-Stromgren, 5245 Irving Ave S, Minneapolis, MN  55419 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed pursuant to Minnesota Statutes section 524.3-607, and the court otherwise orders, the personal representative has full power to administer the Estate, including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.

Any objections to the probate of the Will, or to the appointment of the personal representative, must be filed with this court and will be heard by the court after the filing of an appropriate petition and proper notice of hearing.

Notice is also given that, subject to Minnesota Statutes section 524.3-801, all creditors having claims against the Estate are required to present the claims to the personal representative or to the Court Administrator within four (4) months after the date of this Notice or the claims will be barred.

NOTICE

The Housing and Redevelopment Authority of Pine City has developed its Agency Plan for Fiscal Year 2020 in compliance with the Quality Housing and Work Responsibility Act of 1998.  The plan is available for review at the Authority’s Office located at 905 7th Street SW, Pine City, MN  55063.  The Authority’s hours of operation are Monday-Friday, 9:00 am to 1:00pm.

In addition, the annual public hearing will be held on January 21st, 2020 at 9:00 am at Pine City Council Chambers at 315 Main St. South.  Everyone is invited to attend.

NOTICE IS HEREBY GIVEN to the residents of Pokegama Township that Absentee Voting will be available starting on February 7th, 2020. Details in obtaining ballots for anyone wishing to Absentee Vote are available by contacting the Clerk during Township Hours from 8:00 a.m. to Noon daily or calling 320-629-3719 or email at pokegamatownhall@yahoo.com.

The actual schedule for Absentee Voting for the March 10th, 2020 Township Election are Saturday, March 7th, 2020 from 10:00 a.m. until noon and Monday, March 9th, 2020 from 3:00 p.m. to 5:00 p.m. at the Town Hall located at 18336 Town Hall Road, Pine City, Minnesota.

NOTICE IF HEREBY GIVEN to the qualified voters of Pokegama Township, Pine County, State of Minnesota, that the filing for Township Office will be held for a two week period beginning on December 31st, 2019 for the March 10th, 2020 Township Election.
